    Executive Summary
    [Received the following on October 20, 2009 from DMAS Director Patrick W. Finnerty:

    Item 306 MM from the 2009 Appropriations Act requires the Department of Medical Assistance Services (DMAS), in collaboration with the Virginia Commonwealth University Health System (VCUHS), to report to the Governor, the Chairman of the House Appropriations, and the Senate Finance Committees regarding the cost of a possible waiver from the Centers for Medicare and Medicaid Services (CMS).

    This waiver, if approved, would permit the use of Medicaid Disproportionate Share Hospital (DSH) funds to allow Virginia Commonwealth University Health Systems (VCUHS) to continue the existing partnership with community physicians and any community hospitals that provide less costly health care services to eligible indigent patients for VCUHS.

    DMAS has submitted an 1115 waiver to CMS to support the VCUHS indigent care program with DSH dollars. We will notify your office of the final disposition of the proposed waiver as soon as we obtain CMS authorization.]

    Item 302.000 in the 2006-2008 biennial budget and Item 306.MM in the 2008-2010 biennial budget require the Department of Medical Assistance Services (DMAS), in collaboration with the Virginia Commonwealth University Health System (VCUHS), to report to the Governor, the Chairman of the House Appropriations, and the Senate Finance Committees regarding the cost of a possible waiver from the Centers for Medicare and Medicaid Services (CMS).     DMAS and VCUHS are still exploring the feasibility of the proposed waiver. Information has been obtained from CMS concerning waiver requirements and the kinds of information that will need to be submitted to support a waiver application. Considerably more work will need to be completed before DMAS and VCUHS will be in a position to provide an estimate of the cost of a waiver, as required in the above referenced Budget Items.]
