    Executive Summary
    The following letter was received on April 2, 2010 from James W. Stewart, III, Interim Commissioner of the Virginia Department of Behavioral Health and Developmental Services:

    Dear Delegate Putney and Senator Colgan:

    I am writing to request an extension of the due date for the report required by Item 316 RCC of the 2009 Appropriation Act (Item 312 D.D. (Special Session I, 2006)). On a quarterly basis, the department has been required to report on expanded community-based services, including the types and settings of services provided, the number of individuals served, the number of individuals placed in the community through the Mental Retardation Home and Community-Based Waiver Program, reduction in census at state facilities related to proposed facility replacements, changes in staffing at facilities that are proposed for replacement, and progress made in the construction of replacement facilities. Please note that as amended in the 2010 Budget Bill, this report will become an annual report due on December 1 for the previous fiscal year.

    The collection and processing of the data from the 40 community services boards generally takes a month after the end of the quarter. Therefore, I request an extension of the due date for the third quarter report from April 1 to June 1, 2010, and for the fourth quarter report from July 1 to September 1, 2010. After the submission on September 1, the first annual report will be provided on December 1, 2010.
