    This report was replaced in its entirety on February 3, 2010 by Virginia Department of Emergency Management.

    The overall structure of this consolidated AAR is a combination of the three individual AARs for
    the Virginia Emergency Response Team Exercise (VERTEX) 2008: the Operation Cardinal
    Freeze Tabletop Exercise, the Virginia Evacuation Coordination Team for Operational Response
    (VECTOR) Tabletop Exercise and Drills, and the State Shelter Workshop and Walkthrough.
