JOINT SUBCOMMITTEE STUDYING REDUCTION OF HIGHWAY NOISE ABATEMENT COSTS
HJR 551
The Committee held one meeting during the 2005 interim on July 19 in the General Assembly Building. Delegate Jeffrey Frederick of Woodbridge, who sponsored the legislation, was elected Chairman; Delegate Mamye BaCote of Newport News was elected Vice-Chairman, no Senate members having been appointed. The members were briefed by Mr. Lloyd B. Arnold, Noise Abatement Manager at the Virginia Department of Transportation, on policies, technologies, and funding associated with highway noise abatement. Plans for future meetings include briefings by VDOT's current Noise Abatement Manager, Amy Costello, about new technologies, the costs of acquiring public right-of-way, maintenance of noise walls, and the different types of noise abatement materials. The Committee's mandate expires on November 30, 2006.
