    Executive Summary
    Background

    Recent reports issued by the Governor and the legislature have pointed out the need to increase public understanding of state government, particularly the purposes and activities of state agencies. In the 1984 and 1985 Sessions of the General Assembly, legislation was enacted to meet this need by establishing a system of standardized nomenclature for state agencies and by defining the powers and authorities granted to executive branch boards, commissions and councils.

    Purpose

    This study's objectives are to determine the appropriate designation for 14 state agencies that will bring these agencies into conformance with the standardized nomenclature statute (§ 2.1-1.2 of the Code of Virginia) and to put into effect a standard classification system for 300 executive branch boards, commissions and councils that will conform with the principles articulated in § 9-6.25 of the Code.

    The recommendations for the classifications of executive branch boards, commissions and councils are:

    • 65 boards, commissions and councils should be exempted from classification,

    • 116 should be classified as advisory collegial bodies,

    • 10 should be designated as policy-making collegial bodies, and

    • 49 should be classified as supervisory collegial bodies.
