"d) The board of visitors or other governing body of each public institution of higher education in Virginia, except Virginia Military Institute, Norfolk State University, and Virginia State University, shall establish rules and regulations requiring that at least 75 percent of the students admitted and enrolled at each institution be Virginia domiciles as defined in § 23-7.4. All moneys lost by an institution as a result of this requirement shall be recovered by increasing charges to out-of-state students." |
