Explanation:
(This amendment provides support for the Virginia Student Training and Refurbishment Program, which is a collaborative effort of the Secretaries of Education and Technology and the Departments of Education and General Services to introduce Virginia's students to the field of information technology. The goal of VA STAR, which is administered by Prince William County Schools, is to create a sustainable educational program that takes surplus hardware from state agencies or private companies in order to offer students IT repair certification. Once refurbished, the computers are available for school use or distribution to students' families and community foundations needing them. In the first two years, VA STAR has eight participating school divisions, ranging from rural King William to Fairfax.)
