Explanation:
(This amendment provides funding to assist in mitigating encroachment impacting operations at Langley Air Force Base. This is a recommendation of the 2011 Joint Land Use Study conducted by the cities of Hampton, Newport News, and Poquoson, York County and Langley Air Force Base.)
