| Included within this appropriation is $38,427,603 each year from the general fund for state assistance for local Finance Directors, Commissioners of the Revenue, and Treasurers. The Secretaries of Administration and Finance, with the assistance of the Department of Criminal Justice Services, the Department of Taxation, and the Auditor of Public Accounts, shall allocate these funds to these local constitutional officers in FY 2013 based on twelve equal installments based on FY 2012 allocations. Funding shall be converted in FY 2014 into a block grant to localities. The Secretaries of Administration and Finance shall provide a report on the implementation of the block grant by December 1, 2012 to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees." |
