"J. Out of this appropriation, $1,500,000 the first year and $1,500,000 the second year from the federal Temporary Assistance to Needy Families (TANF) block grant shall be provided for community action agencies to promote self-sufficiency."

Explanation:
(This amendment provides $1.5 million NGF each year from the federal TANF block grant for services provided through community action agencies to promote self-sufficiency. Thirty-two community action agencies (CAA) in the Commonwealth provide service to low-income families and communities. State funding for CAAs has fallen from $6.4 million in FY 2009 to $500,000 in FY 2012.)
