The Department of Medical Assistance Services shall have the authority to amend the Stat Plan of Medical Assistance Services, the Virginia Plan for Title XXI of the Social Security Act and the Family Access to Medical Insurance Security Plan to include coverage to pregnant women who are lawfully residing in the United States and who are otherwise eligible for Medicaid services, pursuant to Section 214 of the Children's Health Insurance Program Reauthorization Act of 2009."

Explanation:
(This amendment provides $898,275 GF and $1.1 million NGF the first year and $1.1 million GF and $1.1 million NGF from federal Medicaid matching funds the second year to provide coverage to pregnant women who are legal immigrants and who are otherwise eligible for Medicaid. Federal reauthorization of the Children's Health Insurance Program allows states to offer Medicaid coverage for this population. Medicaid already covers the labor and delivery costs for this population as an emergency service which can be expensive, especially if there are complications due to the lack of prenatal care. This coverage may result in the avoidance of these additional Medicaid costs. This is a recommendation of the Joint Commission on Health Care.)
