Out of this appropriation, $13,366,978 the first year and $18,347,255 the second year from the general fund and $13,366,978 the first year and $18,347,255 the second year from nongeneral funds shall be provided to increase personal care reimbursement rates provided under community-based Medicaid waiver programs by 10 percent each year for four years, beginning July 1, 2008. On July 1, 2012, and each fiscal year thereafter, the Department shall include an annual inflationary increase for personal care based on changes in the home health care market index."
