Explanation:
(This amendment eliminates the appropriation of $6.0 million from the general fund, the diversion of $9.0 million in interest earned on prior appropraitions for upgrading wastewater treatment plants, and a deduction of $5.0 million from the Water Quality Improvement Fund reserve fund established by the General Assembly during its 2004 Session.
