Explanation:
(This amendment captures $15 million in general fund appropriations for upgrading wastewater treatment plants. The Governor recommended this reduction in the amount of funding for upgrading wastewater treatment plants in his budget reduction plant issued on February 12, 2008. In that budget reduction plan, the Governor reported this appropriation was unnecessary because the Water Quality Improvement Fund had sufficient balances, because the construction of wastewater treatment plant upgrades takes several years, and because $250 million in bonds had been authorized to finance these projects.)
