"H. Included in the amounts for highway maintenance program management and direction is $7,153,060 the second year from the Commonwealth Transportation Fund which shall be used to supplement the current level of support provided for maintenance activities at the department's residencies and area headquarters. Such funding shall not be used to supplant funds previously allocated for such purposes but shall be used to ensure that no involuntary personnel reductions occur at such field locations."

Explanation:
(This amendment increases VDOT's Commonwealth Transportation Fund allocation for maintenance activities in the second year by $7.2 million. A companion amendment to Item 448 transfers reduces VDOT's general management and direction budget by an identical amount. Accompanying language stipulates that these funds shall be used to supplement funding available for maintenance activities at VDOT's field locations.)
