"BB. Out of this appropriation, $3,300,000 from the general fund in the second year shall be used to provide a 7.5 percent salary differential to Department of Mental Health, Mental Retardation and Substance Abuse Services employees at the Northern Virginia Training Center and the Northern Virginia Mental Health Institute. To the extent that the salaries of these employees is supported through Medicaid reimbursements to these facilities, the Director of the Department of Planning and Budget shall have the authority to transfer a portion of these funds to Item 302 to support increased Medicaid expenditures to these facilities." |
