"12. With such funds as are appropriated to the Board of Education and the Department of Education, the Board of Education shall include in its budget request for the 2006-2008 biennium funding to implement a population density adjustment for the composite index of local ability-to-pay for localities using a population density adjustment set at the 67th percentile locality (in terms of a ranking of localities based on population density) as the benchmark locality where the adjustment begins, as developed by the Joint Legislative Audit and Review Commission in their report Review of Elementary and Secondary School Funding. After the population density adjustment is applied to the raw composite index of localities, the .8000 cap shall still apply." |
