Explanation:
(This amendment increases the cap on Governor's Schools' enrollment to 1,650. The only School which would be immediately affected is the Thomas Jefferson High School for Science and Technology in Fairfax, with an enrollment of 1,635 students. Lifting the cap would allow the school to receive the state share of funding for all its students. In addition, it inserts a "maintenance of effort" requirement for local funding.)
