"L. The Joint Legislative Audit and Review Commission shall evaluate and make recommendations concerning the outreach practices and enrollment trends for Virginia's Medicaid and child health insurance programs. This evaluation will include comparisons with other state programs for lessons as to effective outreach, program design, enrollment, and management practices. The evaluation will also include (i) the past and present management structure, staffing, promotional and other resources devoted to outreach by the Department of Social Services and Department of Medical Assistance Services; (ii) the progress and effectiveness of efforts funded by a Robert Wood Johnson Foundation grant to the Commonwealth for child health insurance outreach; (iii) the scope and success of private-sector and community-based outreach efforts operating in the Commonwealth; (iv) variation in locality efforts and performance in enrolling eligible children; (v) data availability and reporting concerning the number of uninsured and potentially eligible individuals for Medicaid or CMSIP/FAMIS, as well as current new enrollees; and (vi) the success of efforts in the Commonwealth and in other states with public/private sector partnerships on outreach. The Department of Social Services and the Department of Medical Assistance Services shall cooperate fully with this evaluation as requested by the Commission and its staff. In order to allow for this evaluation and its resulting recommendations to impact the success of the FAMIS program, the Commission shall report its findings and recommendations by December 1, 2001, to the Chairmen of the House Appropriations Committee, Senate Finance Committee, and the Joint Commission on Health Care." |
