  • Report on the study of Virginia's water resource planning and management. In conducting the study, the Joint Legislative Audit and Review Commission shall (i) assess the extent to which groundwater and surface water consumption is unsustainable, the potential effects of any unsustainable consumption, and the risk of overconsumption in the future; (ii) assess the effectiveness of the state's permitting process for groundwater and surface water withdrawals; (iii) assess the effectiveness of state and local water resource planning, particularly with regard to groundwater, including the role state and local plans play in water withdrawal permitting; (iv) examine the adequacy of current funding and staff levels for managing Virginia's water resources; (v) consider the need for strategies and practices to preserve or increase the amount of groundwater and surface water available for future consumption; and (vi) review any other issues and make recommendations as appropriate. The report shall also (i) identify and report a list of the water systems and other water dependent facilities that could be affected by changes, including those that may relate to current "grandfathering" provisions, to the state's water protection permit regulations pursuant to 9 VAC 25-210; and (ii) describe the nature and magnitude of the impact on affected water systems and other water dependent facilities. In conducting the study, the Health Insurance Reform Commission shall examine the issues of access by citizens of the Commonwealth of Virginia to effective pain management medications and the need to require the adoption of abuse deterrent formulation technologies for pain medicines in order to assist in the Commonwealth's continuing efforts to eliminate substance and prescription drug abuse.

The study shall: (i) identify strategies to grow Denbigh High School's Aviation Academy and encourage its transformation into a statewide program, to be named the Virginia Aviation Academy; (ii) research and identify federally funded research and development activities in the Commonwealth and recommend strategies to create additional opportunities for such activities; (iii) collect information regarding practices and efforts used successfully in other states to grow their aerospace industries; (iv) analyze the potential advantages and disadvantages of eliminating taxation on aerospace and aviation parts and labor; (v) gather information regarding opportunities in the Commonwealth related to maintenance and rehabilitation of aerospace equipment; (vi) explore any other topics related to growing the Commonwealth's aerospace industry; (vii) request the Virginia Economic Development Partnership (the Partnership) to develop a report recommending economic development strategies related to growing the Commonwealth's aerospace industry, attracting new businesses, and improving the Commonwealth's economy; and (viii) consult with representatives of all relevant stakeholders, including but not limited to public and private institutions of higher education; the Virginia Academy of Science, Engineering and Medicine; the NASA Langley Research Center; the NASA Wallops Flight Facility; and the Mid-Atlantic Regional Spaceport.   • Report on specific early childhood development programs, prenatal to age five, in the Commonwealth in order for the General Assembly to determine the best strategy for future early childhood development investments. The report shall: 1. To the greatest extent possible, focus on early childhood development programs that are currently supported with state assistance, including but not limited to early childhood development programs that also receive federal funds, the Virginia Preschool Initiative, locally based programs that receive federal child care and Title I assistance, family support and home visiting programs, and quality improvement models such as the Virginia Star Quality Initiative; 2. Include a listing of the lead agency, a description and the objectives of the program, an identification of the target audience, and a catalog of the types and amounts of funding for each early childhood program studied; 3. Identify eligibility requirements and characteristics of populations that each program serves; 4. Assess program design, implementation, and measurement of outcomes; 5. Assess program outcomes, including effectiveness and cost-effectiveness; 6. Assess alignment of programs with kindergarten readiness; 7. Identify best practices in the Commonwealth and other states for program design, implementation, and outcome measurement; 8. Review other aspects of each program as deemed appropriate; and 9. Provide options for improving early childhood development programs in the Commonwealth. [Year one of a two-year study.]
